To kick off the SG60 year of islandwide activities, the Community Development Council (CDC) Vouchers Scheme 2025 (January) was officially launched on 3 January 2025 at Marine Parade Town Centre. The event was graced by Mr Gan Kim Yong, Deputy Prime Minister and Minister for Trade and Industry, together with Mr Tan See Leng, Minister for Manpower, Second Minister for Trade and Industry, and Adviser to Marine Parade GRC Grassroots Organisations; Ms Low Yen Ling, Senior Minister of State, Ministry of Trade and Industry & Ministry of Culture, Community and Youth, Chairman of the Mayors' Committee and Mayor of South West District; Ms Denise Phua Lay Peng, Mayor of Central Singapore District; Mr Desmond Choo, Mayor of North East District; Mr Alex Yam, Mayor of North West District; and Mr Fahmi Aliman, Mayor of South East District.
Commemorating SG60
To commemorate SG60, participating supermarkets, heartland merchants and hawkers are joining in the celebration by offering promotions in conjunction with Singapore's 60th anniversary. These initiatives demonstrate Singaporeans’ care and support for one another through the CDC Vouchers Scheme. For example, some heartland merchants and hawkers will provide additional discounts or gifts for customers who use CDC Vouchers at their stores to help Singaporeans stretch their dollar.
Similarly, supermarkets such as Cold Storage, Giant, NTUC FairPrice, and Prime Supermarket will also be running in-house promotions for customers using CDC Vouchers.
The CDCs hope to inspire more of such initiatives from participating merchants this year, fostering a spirit of community support and maximising the benefits of the CDC Vouchers Scheme for all Singaporeans.
Support for Singaporean Households
As part of the $1.9 billion enhancement to the Assurance Package announced in Budget 2024, each Singaporean households receive an additional $600 in CDC Vouchers. It is distributed in two phases: $300 was disbursed in June 2024 and $300 is being disbursed in January 2025. The $300 CDC Vouchers in January 2025 provides immediate support to alleviate daily expenses for Singaporean households. Like previous tranches, the CDC Vouchers 2025 (January) have been allocated equally: $150 can be used at participating hawkers and heartland merchants, and another $150 can be used at participating supermarkets.
Support for Heartland Merchants
Amid the SG60 celebrations, the sixth tranche of the nationwide digital scheme continues to support Singaporean households while also supporting participating hawkers and heartland merchants. This invigorates local enterprises and provides a valuable boost to their revenue. By encouraging Singaporeans to spend within their communities, the scheme strengthens the vibrancy of heartland businesses. The five CDCs play an active role in supporting hawkers and heartland merchants with onboarding, ensuring they can seamlessly accept voucher transactions and benefit fully from the initiative.
The CDC Vouchers Scheme has onboarded a wide variety of businesses, ensuring that Singaporeans have convenient access to a range of daily essentials and services. Residents can easily find nearby participating hawkers, heartland merchants, and supermarkets by visiting go.gov.sg/cdcvouchers.
Similar process of claiming and spending CDC Vouchers
From 3 January 2025, Singaporean households will receive a notification letter by mail with instructions on how to claim and spend their $300 CDC Vouchers 2025 (January). The process remains unchanged from previous tranches — only one household member needs to visit go.gov.sg/cdcv and log in with their Singpass to claim the digital vouchers on behalf of the household.
Once the vouchers are claimed, the claimant will receive an SMS with a unique voucher link sent from "gov.sg" to their registered mobile number. This link can be conveniently shared with other household members, making it easy for everyone to use the vouchers. Do note that the SMS links for the CDC Vouchers 2025 (January) and previous tranches are different. The CDC Vouchers 2025 (January) are valid until 31 December 2025.
Parrticipating hawkers and heartland merchants can be identified by the teal CDC Voucher decal, while participating supermarkets can be identified by the yellow CDC Voucher decal. Alternatively, residents can also find the list of participating businesses near them at go.gov.sg/cdcvouchers.
Continued support for digitally less-savvy
The January 2025 tranche of digital CDC Vouchers continues to offer a seamless way for residents to claim and spend their vouchers. For those who face difficulties with the digital process, help will be readily available at Community Centres/Clubs (CCs) and SG Digital Community Hubs. To ensure inclusivity, there will be priority queues at CCs for seniors and persons with disabilities. Assistance will also be provided for residents without smartphones or those who need help setting up Singpass accounts or resetting passwords. The CDCs appreciate Singaporeans' patience and understanding during peak periods for voucher claims.
To further enhance support, the CDCs are partnering youth and student volunteers to guide residents through the claiming process. Over the first two weeks of the launch, close to 450 youth and student volunteers from various institutions such as ITE College Central, Republic Polytechnic, St. Joseph's Institution will assist at selected CCs alongside CDC Ambassadors.
Additionally, SG Digital Office’s (SDO) Digital Ambassadors and Silver Infocomm Wellness Ambassadors will be stationed at CCs to provide assistance to residents who need help to claim their digital vouchers from 3 January to 16 January 2025. SDO will also organise daily CDC Vouchers Learning Journeys at these locations to equip residents with hands-on knowledge of how to use their digital vouchers effectively. Beyond this period, Singaporeans can continue to pick up digital skills for daily living task, including claiming of CDC Vouchers, from SDO’s Digital Ambassadors at 36 SG Digital Community Hubs and more than 200 roving counters islandwide.

Claim and Spend rates of CDC Vouchers Scheme 2024
About 97% of Singaporean households, including new households formed, have claimed the CDC Vouchers 2024 (January) and (June) as of 31 December 2024.
Of the claimed vouchers in CDC Vouchers 2024 (January) and (June), more than $1 billion (or 97.5% of the claimed vouchers in 2024) have been spent at participating hawkers, heartland merchants and supermarkets (as of 31 December 2024).
Overall, around $1.6 billion has been spent since the launch of the digital CDC Vouchers Scheme in December 2021. $907 million has been spent at participating hawkers, heartland merchants while $689 million has been spent at participating supermarkets.
This demonstrates the impact of the CDC Vouchers Scheme in providing assistance to Singaporean households, as well as supporting the businesses of hawkers and heartland merchants.
