General Information About the CDC Vouchers Scheme

CDC Vouchers Scheme 2022
The Finance Minister Mr Lawrence Wong announced at Budget 2022 that as part of the Household Support Package, the Community Development Councils (CDCs) will be given three new tranches of the CDC Vouchers Scheme from 2022 to 2024 to support Singaporeans during difficult times. This is in addition to the $100 in CDC vouchers that every Singaporean household is eligible for, announced in Budget 2021.
In May 2022, all Singaporean households can each receive $100 in CDC vouchers to help in daily expenses as part of the Household Support Package. You can use the vouchers to purchase goods and services from participating hawkers and heartland merchants.
CDC Vouchers Scheme 2021
Deputy Prime Minister and then Finance Minister Mr Heng Swee Keat launched the CDC Vouchers Scheme in June 2020 and January 2021 respectively to help Singaporean lower-income households defray their cost of living and at the same time, to support hawkers and heartland merchants affected by Covid-19 pandemic. Each identified Singaporean lower-income household received $50 worth of CDC Vouchers in June 2020 and January 2021.
In Budget 2021, Deputy Prime Minister and then Minister for Finance, Mr Heng Swee Keat announced the $130million CDC Vouchers Scheme to thank Singaporeans for their sense of solidarity and to support heartland merchants and hawkers. Each Singaporean household will receive $100 CDC vouchers and the scheme will benefit up to 1.3 million Singaporean households.

Each Singaporean household can claim $100 in CDC vouchers that can be spent at participating heartland merchants and hawkers.

All Singaporean households are automatically eligible for the scheme, and will receive a notification letter on how to claim their CDC Vouchers at go.gov.sg/cdcv.
Any one member of the household in the notification letter can scan the QR code in the letter to claim the vouchers.

The vouchers are in fixed denominations because it is less confusing for residents, especially the digitally less-savvy, and reduces the chance for errors to occur when residents key in the amount. It enables merchants to receive their reimbursement faster.
The CDCs and Govtech had several rounds of consultations with residents and merchants to gather feedback on the design of the denominations. The fixed denominations of $2, $5 and $10 allow residents to make purchases at different heartland shops and hawkers. For example, residents may patronise mini-marts or mom-and-pop shops, to purchase groceries or other essential household items, and services such as dental clinics, or hair salons. The larger denominations ($5 and $10) will come in handy at these shops, and residents can also use them to have meals with family members or friends.

Yes, the vouchers can be shared with your household members via the following method.
Click on “Share” button to copy the unique voucher link and paste into any preferred messaging apps e.g. SMS/ Whatsapp/ Telegram. Please refer to diagram below for illustration.
Recipients are advised to be careful with sharing unique voucher links with others, as this would allow them to spend the household’s vouchers. To ensure that you safekeep your unique voucher links, we urge you to share only when necessary and to the right parties. We seek your understanding that there will be no reinstatement made for vouchers that were shared erroneously.

CDCs in partnership with Open Government Products, GovTech, had previously tested the model in which the customer scans the merchant’s QR. While this is technically possible, we identified it would come with the following drawbacks:
a) If customers were to scan merchants’ QR, all citizens will need to download a mobile app.
b) Digitally less-savvy residents would be excluded from the scheme if they do not download an app or have an e-wallet, unless we specially cater for paper vouchers on top of the e-wallet.
c) We have also found through previous trials with residents that selecting the exact amount to be spent (as in an e-wallet model) was confusing for some residents and error prone.
To ensure that the digital system caters to both digitally savvy and digitally less-savvy residents, we have designed the digital solution such that merchants and residents will have the same workflow regardless of whether digital or paper is used -- residents will present the digital/ paper voucher, and merchants will scan digital/paper vouchers.

The CDC Vouchers Scheme 2021 and 2022 will be valid until 31 December 2022. Vouchers can be claimed or spent at participating heartland merchants and hawkers anytime within this period. More details on the upcoming tranches will be announced in due course.
Claiming Of CDC Vouchers

Only one Singaporean household member with a Singpass account needs to claim the vouchers on behalf of the entire household.
1) Visit go.gov.sg/cdcv , select CDC Vouchers 2022, or CDC Vouchers 2021, and login with Singpass to claim your respective vouchers.
2) You may also use go.gov.sg/cdcv to retrieve your previous voucher link by logging in to Singpass again.
3) Do note that the SMS voucher link for the CDC Vouchers 2022 is different from the voucher link for the CDC Vouchers 2021. Both sets of vouchers can be used till 31 December 2022. You will require a valid Singpass account and smartphone to login and claim your vouchers. Singpass is needed to verify your identity and prevent fraudulent claims on behalf of your household.

Yes you will need to claim your CDC Vouchers 2022.
Visit go.gov.sg/cdcv, select CDC Vouchers 2022, and login with Singpass to claim your vouchers.
You will then receive a new unique voucher link that is different from the one received for the CDC Vouchers announced in December 2021. Only one member of the household is required to claim on behalf of the household.

Yes, you may authorise a non-household member to claim your household vouchers. He or she should bring along your notification letter sent to your household, a completed Authorisation Form and necessary supporting documents (specified in the authorisation form) to the CC.

When you are signing up for your vouchers, a One Time Password (OTP) will be sent to the mobile number you have keyed in for verification. If you had keyed in the wrong mobile number, you will not receive the One Time Password and you can return to the previous page to key in your mobile number again.
Vouchers will only be sent after you have verified your mobile number, which helps to ensure vouchers will not be sent to the wrong mobile number.

The SMS is identifiable by the sender named “RedeemSG”. Please also check that your unique voucher links for both CDC Vouchers 2021 and CDC Vouchers 2022 start with the following prefix https://voucher.redeem.gov.sg. Do not trust vouchers starting with other prefixes.
A typical SMS from RedeemSG will look like the screenshot on the above. Please note that the masked NRIC portion and exact voucher link URL blurred will vary.

To retrieve the voucher links for CDC Vouchers 2021 and CDC Vouchers 2022, please visit go.gov.sg/cdcv and login with Singpass again. You will be able to get the voucher links sent to you via SMS.
Please note that the SMS voucher links for both CDC Vouchers 2021 and CDC Vouchers 2022 are different.

If someone else has claimed the vouchers, the page will display the name of the family member who has claimed the vouchers on behalf of the household after you have completed the login with Singpass. You may wish to check with that household member.
Should the individual belong to another household staying at the same address, please visit your nearest CC to apply for the CDC Vouchers. Please bring along the following supporting documents: your NRIC, and any one of the relevant documents to show proof of household (e.g proof of previous overseas employment / proof of overseas address / tenancy agreement / proof of new resident e.g. taking/handing over keys)

Please kindly seek help from your family members for assistance to claim the vouchers.
If you are unable to seek help, you can approach the nearest Community Centres/Clubs for assistance to print the voucher. Please bring along your notification letter, your Identification Card (IC) and ensure you have a valid Singpass account.

Spending Your CDC Vouchers

The CDC vouchers can be used at participating heartland merchants and hawkers. Look out for the CDC Vouchers decal displayed at the merchant/hawker stall shopfront to know where the vouchers can be used at, and also take this opportunity to explore and get to know your neighbourhood.
You can also visit go.gov.sg/cdcvouchersmerchants to search for the nearest participating hawkers and heartland merchants.

There is no limit to the value of vouchers that can be spent at any one time. However, a maximum of 15 digital vouchers can be stacked and used per transaction to ensure the QR code remains scannable by the merchants.

Similar to other vouchers like supermarket vouchers, there will be no change / refund provided if the purchase amount is less than the vouchers used.

There is no need for residents to download any mobile application. Simply claim your vouchers by going to go.gov.sg/cdcv. The voucher link will be sent to your verified mobile number. You can then use the voucher by presenting the QR code vouchers at participating hawkers and heartland merchants identified by the CDC Vouchers decal.

When the merchants scan your QR code, they will see a confirmation on their RedeemSG Merchant app which will show that the scanning of your voucher is a success. At the same time, your QR code will be updated to “Redeemed” status. Spent vouchers will also be marked as ‘Redeemed’ on your unique voucher links.

Any misplaced vouchers may be used by anyone who picked it up. You may request for a re-print at the CCs if the vouchers have been partially used or have not been used yet, but a new set of vouchers will not be issued to replace the existing set. Recipients are advised to exercise personal responsibility in safekeeping their vouchers as they are equivalent to cash.
Please note that the vouchers are non-refundable and/or non-exchangeable.

You may access your voucher link found in the SMS sent by RedeemSG to find out the remaining balance of your CDC Vouchers. The value is shown at the top of the webpage.

The vouchers may not be used for e-commerce or online transactions. The vouchers are meant to be used at participating heartland merchants and hawkers.

The vouchers cannot be used to purchase certain goods/services such as lottery, petrol, diesel, alcohol, cigarettes.

Currently there is no official arrangement to donate the CDC Vouchers.
However, residents may choose to share their voucher link with others. Click on “share” button to copy the unique voucher link and paste into any preferred messaging apps e.g. SMS/ Whatsapp/ Telegram. Do note that sharing your voucher link constitutes providing them with access to your voucher. Anyone with the voucher link can use your vouchers.

As part of the Household Support Package, Finance Minister Mr Lawrence Wong recently announced at Budget 2022 that the Community Development Councils (CDCs) will be given three new tranches of the CDC Vouchers Scheme from 2022 to 2024 to support Singaporeans during difficult times.
